It has been confirmed with the Quality Trainer for our SST's that they can issue partial winbacks in the following manner:
1) Sales needs to confirm with the customer the total # of lines they have with CLEC and identify all telephone numbers on the paperwork.
2) Sales needs to place notes on the OS case to advise the SST rep that all telephone numbers are to be ported over AND identify which telephone numbers are to be disconnected at port.
Failure to provide all telephone numbers to the rep at order submission will result in delays from the CLEC and a reject on the case.

"If we know upfront exactly what the customer has... for example 5 lines with a CLEC and they want 3 won back and 2 disconnected, we are able to work the order as is. If however, they have 5 lines with the CLEC and we get the case to winback 3 of them, we send the LSR to the CLEC, they come back saying what about the other 2 and we were never told upfront from sales what to do with the other 2, we have to reject back to get information."
